Specializing in low-income housing tax credit

Summit Housing Group (SHG) is a growing development company based in beautiful Western Montana. We specialize in low-income housing tax credit (LIHTC) and mixed-use developments. To date, SHG has built, been awarded, or has under construction 32 LIHTC and mixed-use properties (1,646 units) spanning Montana, South Dakota, Utah, Nebraska, Colorado, and Wyoming. We are excited to announce that our first development in Colorado, Centennial Park Apartments in Longmont, is now leasing, and our next Colorado community in Littleton is under construction.

Summit Housing Group, Inc., is a wholly-owned subsidiary of Summit Management Group, Inc.

PAUL CAPPS

Paul joined Summit Housing Group in 2021 as President. Paul has significant experience in both property management and development having served as director of management with approximately 10,000 units and director of development which secured multiple 9% tax credit awards as well as 4%. Paul received his BBA from Belmont University in Nashville, TN and also holds the Housing Credit Certified Professional (HCCP) designation. Prior to his tenure in affordable housing, Paul spent 20 years in investment banking followed by 10 years in the private sector in multiple COO/CEO roles. 

SAM LONG

Sam joined the company in October 2010 as a Senior Project Manager. Sam has over 9 years of experience in the HTC industry and is CP3 certified. His primary responsibilities include land acquisition, project budgeting, and due diligence activities for all projects. During his time at SHG, he has participated in the development of over 10 projects in the states of Colorado, Montana, Wyoming, South Dakota, and Utah. He also has experience utilizing a combination of complex financing structures including LIHTC, HOME, CDBG, and conventional debt. Sam graduated from the University of Washington with a Bachelor of Arts in Political Science and has 7 years of management experience.

SCOTT LONG

Scott is the sole shareholder of Summit Management Group as well as the Chairman of the Board of Directors. He has assembled the following key team members to run the operations of the company.

ERIK WEST

Erik  joined Summit Management Group in April 2021 as the company’s Vice President. He has over 20 years of accounting experience in the for-profit and non-profit industries and has been a CPA since 2004. Erik was born and raised in La Crosse WI, before moving to Missoula in 2007 and is a die-hard Green Bay Packers and Milwaukee Brewers fan.  Erik graduated from the University of Wisconsin-La Crosse for the first time with a Bachelor of Science in Accountancy in 1999.  Then he graduated from La Crosse for the second time with an MBA in 2007.  Before joining SMG, Erik had worked in the public, private, and governmental sectors, as well as being self-employed as an Interim Controller for a short period of time.  Erik has been involved with tax credit projects for the past 14 years, in some capacity. Erik has been the Treasurer of the Downtown Missoula Lions Club since June of 2019. 

LEE QUICK

Lee joined Summit in March of 2020 as a Staff Accountant for all 3 Summit companies. She brings over 15 years of experience in accounting in both for profit and nonprofit companies, including doing the books for her husband’s construction business. She graduated from Montana State University-Billings with a BS in Business Administration – Accounting in 2003.  She moved to Missoula right after graduation and has been here ever since.  Lee helps Summit in there day to day accounting tasks including payroll, AP, AR, bank and benefit reconciliation and cash management.  She also handles the bookkeeping for all of our development companies and construction projects and assists in construction draws and project closings.

MATT ALLEN

Matt has been with the Summit Family for over two years as the Human Resources Manager. Previously, Matt worked for several years in restaurant management and temporary staffing management before entering the world of Multifamily Human Resources. He prides himself on putting the ‘Human’ in Human Resources.

HIGHLAND PROPERTY MANAGEMENT

Highland Property Management, Inc., is a wholly-owned subsidiary of Summit Management Group, Inc.

MICHAEL SANCHEZ

Michael came to HPM in 2019 as the Regional Property Manager bringing extensive knowledge in Affordable Housing with a strong emphasis in LIHTC. Sixteen years of experience has been to Affordable Housing. Michael has dedicated over 16 years to property management, multifamily programs and regulations, including: Project Based Section 8, Low Income Housing Tax Credit, Home and CDBG, and HOPWA.

KARI WINDER

Kari Winder joined the Summit Management Group family in March 2021 as the company’s Assistant Controller. And in June 2021 she was promoted to Controller of Highland Property Management.  She has over 17 years of accounting and bookkeeping experience in the private, public and non-profit sectors, as well as an Accounting degree from University of Montana. 

NAOMI HARTUNG

Naomi joined Highland Property Management in 2019, in 2020 Naomi was promoted to regional manager.  Naomi has over 12 years of industry experience, including !+ Properties and Low-income Housing.  Six of her years working in the industry has been specifically with LIHTC properties.

PHIL WILLIAMS

Phil joined us in 2020 as the new President of Summit Construction Group. Phil is an experienced construction professional and business developer with strong operational and management experience. He holds a diverse background in multi-family, commercial, Industrial construction and land development; including investor/banking relations, loan processes, business operations and construction technologies. Phil oversees all past and future construction projects with duties and responsibilities to complete all aspects of building construction for residential, commercial and industrial buildings. Phil studied engineering at the University of Hawaii, and received his Certification for Construction Management and Technology from Muir Technical College, in San Diego, CA.

AUSTIN RICHARDSON

Austin joined Summit in 2020 as a Construction Manager with over 10 years of business development and project management experience. Austin manages all our multi-family developments currently in Colorado, Wyoming, South Dakota and Montana. Austin works hand in hand with Summit Housing Group in developing a plan and bid process in order to receive awards in multi states and with local and regional contractors to bid and complete developments in a timely and cost-efficient manner.

VALERIE STEICHEN

Valerie joined Summit in 2021 as a Project Coordinator. She worked previously, for over 5 years, as a project accountant for Jackson Contractor Group. She graduated from the College of Great falls with dual degrees in accounting and business management in the spring of 2014. Valerie helps manage all our projects job costs, billings and general paperwork. Valerie also works hand in hand with Summit Housing Group in order to receive awards in multi states and with local and regional contractors a timely and cost-efficient manner.
